Yes that would be a good strategy. Dembele has been linked with Brighton. The kinds of players that typically retain a high price post transfer are those who have had controversial transfers (e.g. record breaking fee for a big team) or those that have high PB scores and thus have their value in potential dividends. Unfortunately I don't think Moussa Dembele fits the bill in either case.

PB dividends will still be as valuable as they were before; except of course if a transfer changes the competition for other players in the same team or league. However, MB is totally ambiguous, if a player has a score of 1000 at midday on a normal day one would rest easy knowing that MB dividends were in the bag. During the transfer window one big transfer story could just surface and take over the media.

I think it's yes to the first question and you are right the second point is not so clear. In my experience I always assume they start counting after the deposit has been credited to your account. So I typically contact them when that has happened and they confirm if I have completed the playthrough
